The Prison Experience of Career Criminals

Career criminals do not have greater treatment needs than the general prison population and do not participate less in relevant treatment programs. These findings are based on information from official corrections records and on a questionnaire administered to a sample of 1300 inmates in California, Michigan, and Texas. Career criminals were also not the greatest source of prison violence. Data are presented on the percentage of inmates who need education, vocational training, alcohol and drug counseling; the percentage who receive such treatment; inmates' motivations for and against program participation; their assessment of the effects of specific programs; and the extent and type of infractions by inmates with different characteristics. The study does not recommend expanding the Department of Justice's Career Criminal Program into the area of corrections.

Consequently much of our understanding and beliefs about these women's lives are based on issues that concern women in the West, such as subordination and the struggle for equal rights. There is also a widespread belief that women have made more progress in improving their position in Britain than Hong Kong. Using interviews, surveys and existing documentation, this book illustrates that these perceptions do not adequately explain the situation of women managers in Hong Kong. On the contrary, research shows that Hong Kong women managers enjoy a relatively smooth career path while those in Britain often experience downward occupational mobility and breaks in their careers. The Education Act 2011 introduced a new statutory duty for schools to provide independent, impartial careers guidance for their pupils in years 9-11 which came into force in September 2012. The Committee considers the decision to transfer responsibility for careers guidance to schools as regrettable and there are concerns about the consistency, quality, independence and impartiality of careers guidance now being offered to young people. Evidence was heard that there is already a worrying deterioration in the overall level of provision for young people. The Committee believes the Government could do more to promote consistency through central guidance and recommend the Government's statutory guidance and practical guide should be combined into a single publication to assist a consistent approach by schools. The decision to extend the duty to young people in year 8 and to 16 to 18 year-olds in school or college is welcomed. To help ensure quality, it is recommended that schools are required to work towards the Quality in Careers Standard, and to procure guidance services only from qualified providers and individuals. There must also be accountability measures to ensure that schools provide a good quality careers guidance service. It recommends that all schools are required to publish an annual careers plan, which would provide transparency in what could be expected in terms of careers work and would set out the resources allocated to these activities. Also recommended is the National Careers Service's remit is expanded to include a capacity-building and brokerage role for schools, including assisting schools in designing their annual careers plan, the dissemination of local labour market information and the promotion of quality standards.

|This paper examines the influence of educational debt aversion on the career choice of law school students, including the decision to attend law school and the decision to work in public interest law. To isolate the role of debt aversion, I analyze experimental data from NYU Law School's Innovative Financial Aid Study in which two career-contingent financial aid packages were randomly assigned to participating admits. Because the packages had equivalent monetary value and differed only in the duration of indebtedness, differences in career choices associated with financial aid assignment can be attributed to psychological debt aversion. The results indicate that debt aversion matters: In classes for which the lottery was announced prior to enrollment, participants randomly assigned to the low-debt package are nearly twice as likely to enroll. In classes without selective matriculation, lottery winners have a 36-45% higher rate of first job placement in public interest law. Both results are consistent with a simple model of debt aversion in which psychic costs of holding debt during and after school generate differences in the discounted lifetime utility of the financial aid packages and, hence, in the value of attending law school and of working in public interest law|--National Bureau of Economic Research web site.

Delinquency in a Birth Cohort, published in 1972, was the first criminologi cal birth cohort study in the United States. Nils Christie, in Unge norske lovorertredere, had done the first such study as his dissertation at the University of Oslo in 1960. Professor Thorsten Sellin was the inspiration for the U.S. study. He could read Norwegian, and I could a little because I studied at the University of Oslo in my graduate years. Our interest in pursuing a birth cohort study in the United States was fostered by the encouragement of Saleem Shah who awarded us a grant from the National Institute of Mental Health to begin our birth cohort studies at the University of Pennsylvania by investigating the delinquency of the 1945 cohort. We studied this group of 9,945 boys extensively through official criminal history and school records of their juvenile years. Subsequently, we followed up the cohort as adults using both adult arrest histories and an interview of a sample of the cohort. Our follow-up study was published as From Boy to Man, From Delinquen cy to Crime in 1987.
